Affermare la centralità delle Camere nelle vicende dell’autonomia differenziata. Ipotesi per il dibattito sull’attuazione dell’art. 116, c. 3, Cost. nella XIX Legislatura

This contribution reconstructs the field of action of Parliament in the process of regional differentiation, seeking solutions to affirm its centrality. In this sense, starting from a minimal framework of the theoretical coordinates underlying the topic of investigation, the study analyzes the most recent practice (from the referendums of Lombardy and Veneto Regions of 2017 to today), especially with reference to the procedural phases connected to the “Calderoli’s proposal” and the methods for determining the ELP.

Il presente contributo ricostruisce il campo di azione del Parlamento nel procedimento di differenziazione regionale, ricercando soluzioni per affermarne la centralità. In tal senso, muovendo da un inquadramento minimo delle coordinate teoriche sottese al tema di indagine, lo studio ne analizza la prassi più recente (dai referendum delle Regioni Lombardia e Veneto del 2017 ad oggi), specie con riferimento alle fasi procedimentali connesse alla “proposta Calderoli” e alle modalità di determinazione dei LEP.
