The Covid-19 health crisis has accentuated the already existing tensions around the division of powers between the State and the local authorities. If, theoretically, this division could appear clear in the texts, in practice, it turned out to be much more complex. Moreover, the pandemic arrived at a time when there were already debates on the relationship between the State and the local authorities. The article thus aims to illustrate the management of the crisis and analyze its consequences on the French territorial organization.
La crise sanitaire a accentué les tensions déjà existantes autour de la répartition des compétences entre l’État et les collectivités territoriales. Si, théoriquement, cette répartition pouvait paraître claire dans les textes, en pratique, cela s’est avéré beaucoup plus complexe. Par ailleurs, la pandémie est arrivée à un moment où il existait déjà des débats sur les rapports entre centre et périphérie. La contribution entend ainsi illustrer la gestion de la crise et analyser ses conséquences sur l’organisation territoriale française.
