The paper aims to verify the progress of the reforms funded by the National Recovery and Resilience Plan (NRRP), with particular focus on the inequities experienced by the citizens in the exercise of their fundamental right to health. In this context, after examining the phenomenon of interregional healthcare mobility, the focus will move on the measures introduced under Mission no. 6, to evaluate whether, more than three years after the Plan’s adoption, its original objectives have been effectively pursued, or whether, the NRRP has contributed to exacerbating pre-exiting inequalities or even generating new ones.
Il presente contributo si propone di verificare lo stato di avanzamento delle riforme finanziate dal PNRR per ciò che concerne, in particolare, la perdurante situazione di iniquità vissuta dai cittadini nel godimento del diritto fondamentale alla salute. In quest’ottica, dopo aver esaminato il fenomeno della mobilità sanitaria tra Regioni, l’attenzione verrà posta sulle misure introdotte dalla Missione 6, con l’obiettivo di valutare se, a oltre tre anni dall’adozione del Piano, gli intenti iniziali siano stati effettivamente perseguiti oppure se, al contrario, il PNRR abbia contribuito ad accentuare diseguaglianze preesistenti o addirittura a generarne di nuove.
