The paper explores the interrelation between regional autonomy, coordination requirements, and differentiation. Particular attention is devoted to the demands for territorial equalization and the mitigation of infrastructural disparities. These issues are examined especially in light of the challenges posed by the crises of the contemporary era, most notably the climate emergency. The discussion was recently reopened by events concerning Law no. 86/2024 regarding the implementation of Art. 116, par. 3, of the Constitution, and the subsequent ruling by the Constitutional Court (Sent. no. 192/2024).
Il presente contributo esamina il legame tra autonomia regionale, esigenze di coordinamento e differenziazione. L’analisi si concentra in particolare sulle istanze di perequazione territoriale e di superamento dei divari infrastrutturali. Questi temi sono esaminati anche alla luce delle sfide lanciate dalle crisi dell’epoca moderna, tra le quali paradigmatica è l’emergenza ambientale. Il dibattito è stato riaperto dalle vicende relative alla l. n. 86/2024 sull’attuazione dell’art. 116, c. 3, Cost. e dall’intervento della Corte costituzionale con la sent. n. 192/2024.
