The research analyzes the PNRR policies with reference to the digital divide in order to draw up an initial assessment of the measures implemented and to understand their effects on territorial disparities. The paper develops in three lines: the first reconstructs the state of the digital divide before the PNRR measures; the second considers the measures envisaged by the PNRR to overcome the digital divide; the third examines the state of implementation of the measures, researching their strengths, weaknesses, and systemic risks.
La ricerca analizza le politiche del PNRR con riferimento al digital divide per tracciare un primo bilancio sulle misure attuate e per comprendere i relativi effetti sui divari territoriali. Essa si sviluppa in tre versanti: il primo ricostruisce lo stato del divario digitale prima del Next Generation Eu; il secondo considera le misure previste dal PNRR per il superamento del divario digitale; il terzo ne esamina lo stato di attuazione, ricercandone punti di forza, criticità, rischi di sistema.
