Il paper mira ad integrare il dibattito sul potere trasformativo del PNRR sul sistema regionale italiano attraverso l’analisi del potenziale trasformativo del potere di spesa federale nel contesto di una selezione di sistemi federali europei. L’analisi si concentra sull’ordinamento tedesco e su quello spagnolo. Poiché i due sistemi federali seguono per lo più il paradigma del ‘federalismo amministrativo’ e sono caratterizzati da un forte accentramento del momento impositivo, le modalità di esercizio del potere di spesa federale meritano particolare attenzione per il loro impatto sull’autonomia di Länder e Comunità autonome.
The paper aims to contribute to the debate on the transformative power of the PNRR on the Italian regional system by analyzing the transformative potential of federal spending power in the context of a selection of European federal systems. The analysis focuses on Germany and Spain. Since the two federal systems largely follow the paradigm of ‘administrative federalism’ and are characterized by a high degree of fiscal centralization, the exercise of the federal spending power deserves particular attention because of its impact on the autonomy of the Länder and Autonomous Communities.
