Il contributo analizza l’impatto del pacchetto UE “Fit for 55%” sulla decarbonizzazione del trasporto marittimo e sui divari territoriali, con particolare attenzione sull’insularità italiana. La continuità territoriale con le isole presenta alcune criticità che devono essere valutate alla luce dei cambiamenti introdotti dalla disciplina sulla decarbonizzazione, ripercorrendo alcuni passaggi del rapporto tra tutela dell’ambiente, diritto alla mobilità e coesione territoriale.
Abstract (EN): The contribution examines the impact of the EU ‘Fit for 55%’ package on the decarbonisation of maritime transport and on territorial imbalances, with specific regard to the condition of Italian insularity. The principle of territorial continuity with the islands raises critical issues that must be reconsidered in light of the regulatory changes introduced by the decarbonisation framework, through a reassessment of the interplay between environmental protection, the right to mobility, and territorial cohesion.
